Dear All,

Thanks a lot to people who already took some time to review the draft. I
have seen many outstanding comments so far and I suggest that more people
review the document and the comments made. This step is critical to take a
decision. The main points I can extract from the current comments are that :

   1. the recommendations should be kept simple and doable for this first
   step.
   2. However, being too simple can lead to failure in implementing a
rigorous mechanism (regulatory) to set criteria, metrics, and measurements
and will lead to no improvement in diversity.

Whare the possible trade-offs?
