Cross Community Proposals for ICANN 61

Hi everyone,

I think a community discussion around some of the broader issues associated with the .cat case could be really excellent, if maybe in a more hypothetical way linking to Internet shutdowns. It could certainly be an ideal topic for NCSG to lead on.

I’m trying to think of the correct way to phrase the question, but I had in mind something along the lines of:

"When does enforcement of government legislative mechanisms on domain registry operators extend beyond proportionality to impact the resiliency of the DNS and fundamental human rights, and what - if any - responsibilities and options exist for ICANN and its community in such circumstances?"

Separately, I’m also thinking back to the discussion on performance metrics we had a few months ago, and how ICANN is conducting outreach activities. I’m wondering if there might there be an opportunity to host a community session on:
- why we need to conduct outreach;
- what such activities should seek to achieve
- who has roles to play and how we can collaborate
- how do we measure success.

I use the term ‘we’ deliberately because, whilst the primary focus is ICANN’s activity, I personally think its important that this forms part of a collaborative action plan involving governments, businesses and civil society to increase knowledge and sustained participation that supports sustainable growth and development. Such a community session might facilitate this kind of dialogue.
