[NCUC-DISCUSS] Public Comment Open for NCUC Bylaws!

Greetings, all-

I am not sure if it is necessary for us to submit a comment on this issue, but because I think it is generally a good practice for us to comment where we are given the opportunity, I'd like to propose that the NCSG submit the following statement in response to this [call for public comment](https://www.icann.org/public-comments/ncuc-charter-2017-08-24-en) on the proposed revision to the NCUC Charter:

The Noncommercial Stakeholders Group wishes to thank the leadership and membership of the Noncommercial Users Constituency (NCUC) for proposing this comprehensive new version of the NCUC Charter.
