I will call the slowing down of internet as "internet frustration".
One will frustrate the internet to make it look as if there is an issue
with it.
Government or institution deliberately are tightening the internet pipe to
frustrate the flow of data.

The shift is now moving away from internet shutdown to internet frustration
where it doesn't seem like the internet is been shut down deliberately.
