Report from the GNSO Council meeting 13 of July 2017

and thanks for sending this one Martin, it is very much appreciated!  
Great to get the feedback from Mamadou that folks are reading and using 
these updates.  We tried having our own councillors summarize, after the 
last elections, but often the staff summary minutes are just fine.
