Councilor nomination: Tatiana Tropina

Hi all,
Dear Tapani,
Please, could you explain more this : 'The significance
is that she will be eligible for re-election after two years if she's now
elected'.
Please, it's not really clear for me.

Is Tatiana eligible or not ? If yes for how many year ?
