Call for volunteers: Anti-Harassment Policy

[ I'm constantly confused by ICANN, so apologies if I'm not helping
  here. ]

There has been some discussion in the NCUC, enough that we put together
a summary document:

I'm not sure how this relates to the wider NCSG effort, but I thought
