Yes we have discussed this before on the NCSG and NCUC lists and in multiple other settings. And in Singapore we spent an hour on it at NCUC’s Constituency Day meeting http://singapore52.icann.org/en/schedule/tue-ncuc <http://singapore52.icann.org/en/schedule/tue-ncuc> and discussed it in the NCSG-Board meeting. There’ll be many more opportunities to do so, particularly in the Autumn. Defining (I’d prefer bounding) the concept with respect to ICANN is Strategic Objective 5 of the Draft Five-Year Operating Plan for FY2016- FY2020 https://www.icann.org/en/system/files/files/proposed-opplan-budget-2016-2020-10nov14-en.pdf <https://www.icann.org/en/system/files/files/proposed-opplan-budget-2016-2020-10nov14-en.pdf>. Fadi has promised an inclusive community process on this rather than the staff or Board presuming to go off and do it, we’ll see how it plays. BTW, one of the workshop proposals I submitted for the IGF in Brazil was The Global “Public Interest” in Critical Internet Resources http://intgovforum.org/cms/wks2015/index.php/proposal/view_public/52 <http://intgovforum.org/cms/wks2015/index.php/proposal/view_public/52>. As the MAG ranked it 11th of 247 I assume it will happen, TBD next week. There’ll be remote participation.

I don’t but no matter, the question at hand is whether we want to talk about PICs with the Board in BA. I too think that’d be interesting, particularly if we have more to say than there shouldn’t be intellectual property stuff abusively inserted into them.
