No, Wilkinson constantly misunderstands what IANA is and what it does.
He thinks of it as a power center and confuses IANA with the policy maker repeatedly in his commentary.
To say that separability opens the door to capture is diametrically opposite to the truth. If there is no separability, then it is inevitable that IANA is “captured” – by ICANN and whoever controls it. If there is separability, then the moment IANA stops doing what it is supposed to do one can fire the operator and find someone who will conform to the contract and implement the community-based policies.
On the At-Large Stewardship call last week Christopher Wilkinson asked pointed questions about separability opening the possibility of a future PTI capture by billion dollar corporation(s), thereby ultimately escaping multistakeholder oversight i.e. ICANN. Could this be a root concern?
