comments for ICANN accountability draft proposal

Hi Paul,

yes we are not going to put more burden on those who are spending so much
time already in the CCWG . indeed, it will be great to that they highlight
the main issues as you did below. I will try to upload the template in
google drive and share it in the list so we can collect members comments.
