[Contribution] Working on NCSG comment for Enhancing Accountability

Hi,

thanks Avri for sharing your contribution, individual submissions are
encouraged , highlighting the diversity of positions and perspectives we
have within NCSG. I think those contributions are complementary while we
can work on common submission too.

for NCSG statement, I put the ad-hoc group list in cc and I would like to
ask its members to start drafting a comment to be shared and reviewed by
the NCSG member asap. @Robin, @Niels and @Brenden can you please initiate
and coordinate the process e.g. discussing in the ad^hoc mailing list,
setup etherpad or google doc etc , we have short time to respond and make
concrete proposal on the matter.

for those who to want participate, it is still possible to join .
