[Info] Updated NCSG Ad-hoc lists for IANA transition

hi everyone,

in addition to the lists below, we have also ad-hoc list/group for
accountability discussion: http://mailman.ctyme.com/listinfo/ncsg-acct  .
everybody can join and just email to *NCSG-ACCT at ipjustice.org
<NCSG-ACCT at ipjustice.org>* to post to the list,

having those lists is aimed to help us for those accountability and IANA
transition tracks and we will try to keep the wiki updated with any
positions, material etc.
