[bestbits] Time-sensitive: 24 hour sign on period for ITU Plenipot joint recommendations

The recommendations are from "a diverse global group of civil society
organisations" and stress the importance of a multistakeholder approach.
NCSG, of course, has multistakeholder approaches as a core value, and while
its organizations are both registered (as NGO's etc.) in their respective
countries and not-registered that is not an issue here. I have some
reservations with bits and pieces of the recommendations but overall they
are right down the middle of the NCSG road and I recommend that NCSG
endorse them.

What does registration mean? That some government blesses our
 existence. We only need that if we want a checking account.
 Within the CS Coordination Group, NCSG is one of the broadest coalition
 of organizations and individuals there are in civil society. Whose
 blessing do we need?
