[bestbits] Time-sensitive: 24 hour sign on period for ITU Plenipot joint recommendations

What does registration mean? That some government blesses our
existence. We only need that if we want a checking account.
Within the CS Coordination Group, NCSG is one of the broadest coalition
of organizations and individuals there are in civil society. Whose
blessing do we need?
