Personal stmt submitted on Enhancing Accountability

Hi,

While supportive of the statement* that the NCSG has been working on,
and which I hope we can get submitted in time, I have sent in my own
personal statement.

The fact that I submitted my own statement in no way affects my support
for our common statement, but our common statement is more philosophical
and I wanted to make some pointed recommendations.
