Submission to the Brazil meeting

I follow Robin in supporting this draft from Milton.

I think the following section is crucial to get over some inherited 
problems:

    In global Internet governance, the quest for ‘sovereignty’ is
    futile. Governments can and do regulate some aspects of Internet
    policy in their own jurisdictions, but effective and beneficial
    policies often need to be global or transnational, especially
    policies pertaining to the coordination of critical Internet resources.


In addition, of course, to state the role of civil society, which is not 
only "on the local community" level.

A personal note: I am at present traveling, so I have Internet access 
(which I do not have some 10 km from here where I live. Next to the 
restaurant where I sit there are 5 telecom towers in a population center 
- all fighting each other to get more customers. If they would cooperate 
in sharing some of their antenna towers, they could move one close to 
where I live...).

I remember the years when the "digital divide" was high on many agendas. 
Now these discuss "net neutrality" and "privacy" and all kind of other 
important issues. But I feel we, who do not have have Internent access 
(not even wireless where we live) should not be forgotten.

I got an offer from one ISP to connect me: US$8,000 for a fiber cable - 
completely out of my and others' financial possibilities. That is just 
stating how important it is still to overcome the digital divide between 
those who have access, high speed broadband etc.etc., and those who do 
not have access.
