I agree with Carlos here. We don’t need a PI manifesto, we need to be ready and able to deflate bogus public interest claims as they happen in a specific policy debate. If you think you need a specific formulation capable of competing with or dethroning DelBianco’s, well, go ahead and formulate one (I am talking to you Bill Drake) and see how it flies. But please let’s not make this some huge NCSG-wide project and let’s do this based on the illusion that having a position paper on ‘the public interest’ is going to be read by everyone in the world and immediately accepted as the touchstone.

If it is only an intent to preempt the Board from dissenting with the community, by forcing them into an ex ante definition of PI that they most probably wont accept as such, I'm not so sure is worth the ink. Better just to keep discussing and having the knives ready for the time when the dissent comes, if at all.
