It is unfortunate that Rafik misunderstood the thrust of my private 
comments to Olivie, comments that had been contained in my request that 
he share the AfrICANN notice on the NCSG list, and comments that did not 
constitute the body of the AfrICANN notice and should not have been 
forwarded. Hence the necessity of this comment:

Rafik details the considerable effort that members of NCSG and its 
individual and organizational members have made to advance DNS in 
Africa, and elsewhere. I and others have always applauded that outreach, 
and done what we can to contribute to those advances. In defense of the 
actual language of the comments, I do lament the fact that the net of 
inclusiveness has not been tossed as wide as it could, while recognizing 
that the ICANN remit is the DNS system, and not the entire Internet 
ecosystem.

When /Alain Berranger/ asked me to join NPOC, representing the Canadian 
Society for International Health (CSIH) it was both to help address how 
NPOC could help the diverse NPO constituency have a more aware and 
engaged presence in policy issues within ICANN’s remit, for example 
around the .health gTLD. However, at the same time it was help NPOC also 
turn around 180 degrees and help NPOs strengthen their awareness and 
engagement in Internet ecosystem policy issues beyond ICANN’s remit. 
NPOC constituency organizations typically have non-DNS and non-Internet 
ecosystem concerns as primary to their own mission. Contrast for 
example, the likely Internet policy concerns of ISOC-Canada with those 
of Canada’s CSIH. //That was the issue I discussed in my previous NCSG 
posting. Claiming there is more to be done no way belittles what still 
has been done. Internet nirvana is not just around the next bend in the 
road.
