[Comment] NCSG draft statement for CCWG on IANA transition proposal

We can all hope, and work, for greater internal transparency and 
accountability within ICANN.
However, external ICANN accountability should be seen as integral to the 
multistakeholder process itself,
no matter how good, or weak, is ICANN internal accountability.
