Compiling questions/clarifications about accountability process proposal

Hi everyone,

As indicated in the response from the ICANN CEO and the board (letter
attached), they are willing to respond to questions and request for
clarification for the accountability process proposal

While there was no decision made by NCSG policy regarding the joint-letter,
I think it is worthy to take this opportunity and asking for clarifications.
