From his note in the text, I did not perceive that. But I am willing to take assurances that he was satisfied with the current language from anyone who feels they can quote him saying that.
But since it is the PC that makes the final decisions, if I (or Wendy who is the actual chair instead of the alternate chair) beleive there is a rough consensus for submitting it as an NCSG statement, I will do so. But I feel I need to hear from more members of the PC before I can do that.
