I am not sure what you envision here but regarding internet rights and
principles, there were many initiatives and multistakeholders work on that
, there is list (made thanks to CS members like Avri drafting statement
after WTPF if I recall correctly) and  the latest initiative is the
compendium within Council of Europe (maybe Wolfgang has more info about)
