If the Board regard some issues as too sensitive for open discussions, they 
should say so and provide all stakeholders with a private sphere in which to 
have such discussions;
If the Board regard some issues as too sensitive for discussions with anyone 
outside the Board, or with anyone except a specific set of groups outside the 
Board, they should at least provide lists of those items and lists of those 
with whom the discussions are taking place.

ICANN is not a national security agency thriving on secrecy, it is supposed 
to be an open multi-stakeholder social enterprise. If we feel strongly about 
an issue that's not getting discussion then we should pursue the reasons for 
the lack of discussion during the time we have allocated to discussion. 
Stonewalling becomes obvious when you have that backup goal in mind.
