NCSG input on request for special privileges for Red Cross & International Olympic Committee regarding Internet domains

While I agree with Avri and Milton's positions, I can see very good reasons
to protect red-cross and variants. The only time this is likely to become an
issue is one of a major emergency -  which is just when due process may have
problems, even the URS.
