I guess you don't understand what is being proposed. 

All members would directly elect Council seats under the proposal. The committees are constituted AFTER the officers are elected, e.g. a Policy Committee would consist of elected GNSO Council members, the Chair (all of whom are elected by members) plus constituency delegates (elected by the constituencies).
