staff's plan to implement council's new gtld recommendations (and throw in a few recommendations of their own)

Hi gang,

It is pretty clear no new gtlds will ever get through this maze of  
restrictions.

No "subversive propaganda", criticism of religion, "incitement to non- 
violent lawless action", etc. etc. in domain names.

Staff received a letter from GAC asking for special protections for  
IGO's, so staff decided to include that too (even though Council did  
not recommend this and indeed voted against a PDP to create new  
rights for IGOs at our last mtg).

Possibly in Oct. the board will approve a RFP on the implementation  
plan.

Read it and weep.....
