The GAC members list is hard to find.  It is at 
http://gac.icann.org/web/home/contacts.shtml.  It has not, however, been updated in some time.  I know that 
at least the Canadian GAC rep has changed.

I would start with the GAC member listed (emails are included on this page).  
But if there is a question, I would write to the GAC Chair Mr Mohamed Sharil 
Tarmizi (Malaysia) -- chair at gac.icann.org.  He works hard to be a good and 
neutral chair, and I think he would respond.
