Hi folks,

At the Johannesburg meeting, we decided that there was enough interest 
among our members that we should start a little ad hoc working group to 
discuss the work of the auction proceeds group, on which I am a named 
member.  Anyone who wants to follow the work can do so, the website at 
ICANN is here:

Non-participatory members are welcome to sign up to the mailing list

can of course always listen in to the meetings every other Thursday at 
14:00 UTC.  I attach the information from the last call, and I am going 
to start forwarding the summary of each meeting and the reminders to 
this list.  SHould anyone on the NCSG list wish to join the ad hoc 
group, please contact Rafik Dammak, in cc.

Progress in the working group is slow.  Remember, this group is not 
dispensing the money (roughly 234 million USD at this point), we are 
tasked with coming up with a framework we can recommend to the Board.   
At the moment, we have spent two meetings debating whether or not ICANN 
should be able to replenish the reserve fund by taking some of the 
auction funds (estimates vary between 50 and 80 million dollars as a 
proposed figure.  I am not sympathetic to that request, I think it is a 
bad and unethical accounting practice to treat these funds as a kind of 
slush fund.  I voted against it in a doodle poll held a week or so ago, 
but the issue is certainly not dead yet, so please if you disagree let 
me know.
