<p><font face="Helvetica, Arial, sans-serif">This letter started life as a response to the Board's failure to approve the Transfer PDP WG's Recommendations at their most recent meeting. Rather than focusing on that one PDP's output, however, we want to address
the broader issues of <b>lack of clear timelines and transparency for the Board's review process. </b></font></p>
<p><font face="Helvetica, Arial, sans-serif">I am aiming to send this on <b>25 May</b> although that can be pushed to the 30th if needed. If you are interested in signing on (and relatedly providing edits) please let us know! If not it would also help to know
