Subject: HRIA and DNS Abuse: A table-top exercise
To: ncsg-pc <ncsg-pc@lists.ncsg.is <mailto:ncsg-pc@lists.ncsg.is>>

Hello PC

As NCSG we did a presentation during the CPH DNS abuse outreach in
Kigali about HRIA. Then the CPH asked us to come up with the next steps.
Which we pitched (I raised it on the general mailing list) doing a
table-top exercise, get people (including ALAC) involved with designing it.

I suggested that CPH hires a professional HRIA expert that we can work
with. But it seems like that is not the route CPH wants to take. They
want NCSG to lead this and they will participate. We have a few ways to
move this forward:
1) pool our resources together, ask Ephraim and Global Partners Digital,
Paradigm initiative and Article 19, to get together (I will allocate
some of Digital Medusa’s resources as well) and design this exercise pro
bono. But we have to come up with expectations and desires about what we
want to see coming out of this. And let other advisory committees know too.
2) tell CPH that we expect more investment (not just monetary but also
involvement and following through the process) from them and they should
tell us how they plan to consider “the table-top exercise outcomes” and
the “HRIA research papers” we write as a result of these exercises when
they are mitigating abuse.
3) Ask ICANN to provide support for the next iterations of HRIA and DNS
abuse mitigation.

Let me know your thoughts. We might want to draft some proposal or how
the table top exercise will potentially look like by the beginning of
August.
