Not sure how to interpret 2.5.3. of the NCSG Charter that says<br>
"A Chair will be elected or replaced from among the members of the <br>
NCSG‑PC by a 2/3 vote of the NCSG‑PC membership on a yearly basis."<br>

Does this mean the PC chair has to get 2/3 of the PC votes even if<br>
there is only one candidate?<br>
