    <p>Here is Palage's missive.  I go bonkers when I see these
      unsigned, untitled, undated documents circulating.....having tried
      to do a dissertation by going through all the documentation on 20
      years of arguments, let me assure you this is not the first time a
      badly attributed documented roamed into our GNSO corral.</p>

        <p class="MsoNormal">Attached is a document which comments on
          the proposed Small Team recommendations to the GNSO Council.  <o:p></o:p></p>
        <p class="MsoNormal"><o:p> </o:p></p>
        <p class="MsoNormal">Over the last week we have presented our
          reference implementation of an SSAD Sandbox to the BC and IPC.
           In fact, both Steve and Paul participated in those sessions.
           We believe this reference implementation addresses ALL of the
          original EPDP Phase 2 recommendations as adopted by the GNSO
          Council.  It would really be nice if the Small Team and ICANN
          Org could make fact based policy decisions on what is
          technically and cost efficiently possible before prematurely
          scaling back EPDP Phase 2 recommendations based upon flawed
          financial assumptions.<o:p></o:p></p>
        <p class="MsoNormal"><o:p> </o:p></p>
        <p class="MsoNormal">To be clear we are just asking the Small
          Team or ICANN Org to invite ALL interested parties to show
          what is possible, before suspending/disregarding a Super
          Majority vote of the GNSO Council on the EPDP Phase 2
          recommendations.<o:p></o:p></p>
