<div dir="ltr"><div>Hi,</div><div><br></div><div>I agree with you Sam on this, these proposed new procedures tend to be more prohibitive and preventative for FC members and other participants. However, <i>procedures for public comments and for submission of ABRs are still paramount</i> to guiding how the FC should engage stakeholders and the community. If there are perceived or real ethical issues within the FC then they need to be resolved, failing which will require remedial action, so far no ethical issues or complaints have been decided upon, if not brought forward to justify the development of such.</div><div><br></div><div>
The initial purpose for the development of the FC operational procedure,
if not mistaken, was to develop a procedural document that will
articulate and guide how the FC delivers its responsibilities as
articulated in the charter, the new version seems to be missing that
essence of being a reflection of section 2.6 in practice, which is also a basis upon which FC plans are developed and activites are properly mainstreamed within the community.
</div><div><br></div><div>Maybe more information on how the decision was reached to develop this new version would be insightful because it seems like we wasting time reinventing the wheel as opposed to reviewing, improving and amending the <a href="https://docs.google.com/document/d/1MhJH2sxV1r9g6rCRHkPG50mgUrXeDxnweVB2xZWJLWA/edit">last FC OP draft</a> that was developed in consultation with the community and FC members, before community comment and submission to the PC and EC for review and approval before year end if possible. <p>I may be in a minority here but I don't think we need an ethics
policy for the Financial Committee members. So long as we remain
transparent and consultative we will be judged by our actions. If
we had an ethics policy we would still be judged by our actions,
and could not hide behind a pro forma adherence to some ethics
policy. This is not like being a lawyer, where things like
confidentiality and handling in-trust funds are involved. It is
more a matter of doing our assigned jobs well.</p>

We can then start to develop our first procedures this week, with a view to getting proposed procedures sent to the NCSG Executive Committee for its review and input by the end of the month.
