[NCSG-FC] I will share our operating procedures with NCSG members

Dear all,

I am going to share a link to the Google Doc where we are drafting our operating procedures on the NCSG-Discuss list. I will be clear with members that this is a work in progress, and could very well change. But at this early stage I think it is sensible to open up for further inputs for 14 days, which we can then consider on our next call on or around July 23.
