<p><font size="+1"><font face="Lucida Grande">well it was clarified that this (selection of alternate or proxy) is an EC decision. Which is odd when you think about it, because it is a matter of council representation, and councillors are members of the Policy
Committee, but I guess the Charter design was (as always) to ensure independence of council member designation (i.e. they cannot stack their own deck).</font></font></p>
