Here's a starting point for the intersessional proposal.  I used the one 
we did for ICANN79 as a template, so let me know if you think this is 
too repetitive.

Julf, you also should look through NCSG attendees to be sure we have the 
right names in there, please.

and apologies for the slow response!

I really appreciate the great spirit of cooperation and all your help, 
and I am looking forward to continuing the work with Philippe.

I am very happy and thankful for your offer to come up with a draft 
proposal! I will have to get back to you with who would participate once 
we have discussed it a bit more internally (and for many of our people, 
travel to Kigali is still a bit of a discussion item).
