<span style="font-size:12.0pt;color:black">You may recall that several years ago, the GNSO Council converted its standing committee, which supported the Council in developing its drafts comments related to ICANN’s annual budget and operating plan, into the
Budget & Operations Townhall (BOT). The conversion to the BOT was a result of the Council’s determination that it had a diminishing need to develop public comments, given the narrow remit of the Council. Per the BOT’s<span> </span><a href="https://gnso.icann.org/sites/default/files/policy/2023/draft/draft-scbo-charter-24jan23-en.pdf" title="https://gnso.icann.org/sites/default/files/policy/2023/draft/draft-scbo-charter-24jan23-en.pdf" target="_blank" rel="noreferrer">charter</a>,
the focus of this group is “to coordinate and facilitate dialogue to fully understand ICANN's strategic and operational planning and budgetary processes” by interfacing “with ICANN Finance to gather information and ask questions as needed.”<u></u><u></u></span></p>

<p><span style="font-size:12.0pt;color:black">The development of public comments will reside with the individual SG/Cs and the Council (i.e., outside of the BOT), though the BOT may help “serve as a forum as needed to discuss budgetary
topics of mutual interest amongst the GNSO Council and SG/Cs.”<u></u><u></u></span></p>
