On item 2, agreed on voting yes as unfortunately as you said, the ship has sailed. However, I share your concerns about developing PDPs based almost exclusively on an external report without consultation with all stakeholder groups. Completely agreed these
should <u>not</u> run in parallel and supportive of doing a “Representative & Open Model”. </div>

Additionally (and also on DNS abuse) I would want to reiterate the importance of one of the gaps identified by the GNSO Small Group (which was also echoed in the NetBeacon report), on
<b>due process</b>. The NetBeacon report had this listed as “Registrant Recourse for DNS Abuse Suspensions,” and we also emphasized in our input to the preliminary issues report that the outcome of any PDP
<u>must include clear due process elements</u>. This could be a good topic to propose via the mailing list that Beth is developing.</div>

<div dir="ltr" class="gmail_default" style="font-family:arial,sans-serif">1. The final council meeting of the year will happen in December. We will vote on a few things. One thing is the RDRS recommendations. We discussed this extensively and we have good
language in the recommendations to require the registrar to consider human rights and do an assessment when necessary before disclosing domain name registrant data. We also agreed to look into authentication and accreditation for law enforcement and perhaps
a narrower authentication for law enforcement takes place so that it doesn't cost too much. But of course we have consistently said whatever the solution, accountability mechanisms have to be in place. Here is the 90 page report:
