gaps abuse doc</a>), which also links to the "25% unactionable abuse complaints". Transparent procedures for recourse combined w/ capacity-building for registrants to understand how to report abuses in a way that’s actually useful for registries/registrars
and that are within their purview to address could be one way to support efforts by registries/registrars to mitigate DNS abuse (though that may be too much).
