    <p>ICANN will be closing comments for the <i>Proposed Next Round
        Base gTLD Registry Agreement - Public Comment 1 of 2 </i>on
      Monday.  </p>
    <p>I have written a pretty straightforward comment for the NCSG. 
      It's based on a phrase change recommended by the SubPro Working
      Group. In the first round, <i>very few of the private Public
        Interest Commitments offered by applicants had anything to do
        with the public interest. </i>Most of them had something to do
      with marketing and increased intellectual property protections -
      far beyond anything fair or reasonable.</p>
    <p>I pushed for these to be renamed to what they are - Registry
      Voluntary Commitments or RVCs -- and the SubPro Working Group
      agreed and expressly used this term in its recommendations.</p>
    <p>Unfortunately, the Registries did not use it in their new
      Registry Agreement draft, and they should. Hence the short comment
