<div dir="ltr">Thanks Emmanuel for sharing the draft report. <div><br></div><div>For those that are not familiar about the EPDP-IDN, below is a quick summary: <div><ul><li>EPDP on IDN is to determine a consistent definition of all gTLD and make policy recommendations that will allow introduction of variant gTLD at the top level. Most especially to discuss in depth areas that were not discussed by the SubPro PDP.</li><li>EPDP -IDN work is splitted into phase 1 and Phase II. Phase 1 is focused on the top-level IDN gTLD and variant management while phase II will cover issues pertaining to second-level IDN variant management. </li><li>EPDP-IDN could not collaborate with the SubPro IRT to discuss overlapping issues because SubPro IRT is about launching. However, the EPDP-IDN was able to collaborate with ccPDP4 in addressing overlapping issues while keeping each other informed. </li><li>The EPDP Team in its charter structured the questions to be answered in phase 1 under A,B,D,and E and generated a total of 68 preliminary recommendations. It roughly follows the process flow of the New gTLD. However, 8 out of the 68 preliminary recommendations only impact existing
IDN gTLD registry operators from the 2012 round of the New gTLD Program.
</li><li>The EPDP -IDN team is yet to finalize its recommendation but is waiting to receive and review public comments on its Phase I initial report. And in order for the team to finalize phase I work, the report is opened for a period of 42days. </li><li> Specifically, the underlying principles agreed upon by the EPDP Team and reflected in the
preliminary recommendations include the following: </li><li>
<b>RZ-LGR</b> as the Sole Source: The RZ-LGR will be the sole source to determine valid top-level
domain labels, their variant labels, and disposition values of the variant labels.</li><li> <b>Same Entity:</b> At the top-level of the DNS, the same registry operator must manage the
approved labels from the variant label set of a primary gTLD from the application, legal,
and operational standpoints.</li><li> <b>Conservatism:</b> Adopt a more cautious approach in the gTLD policy development as a way
to limit any potential security and stability risks associated with the variant label
delegation.</li><li> <b>Integrity of the Set: </b>The relationship between a primary label and its allocatable and
blocked variant labels shall not be infringed upon as long as the primary label exists </li></ul><div>And in order to facilitate some level of conversation, I would point our attention to the fact that the EPDP team rode on assumption as to be able to address some charter questions.
