The NCSG members more than others</div><div dir="auto">This initiative seems to be a process to widden the team of the NCSG community leaders by give them another chance to usable and useful for their constituencies; NCUC and (particularly) the NPOC.</div><div dir="auto">It's a very good initiative imho.</div><div dir="auto">But, the linguistic issue remain insolvable. <p class="m_227538237635461583MsoPlainText">The idea for a program to provide a more sustained path for newcomers toward active participation in the community’s policy development work is based almost entirely on what ICANN org has been hearing from the community. It was clear
that there is a strong desire to have robust representation across all stakeholder groups in policymaking, but at the same time many groups struggle to identify a sufficient number of available and knowledgeable volunteers who are prepared to substantively
contribute to policy work. This challenge was magnified by the pandemic. Simultaneously, we heard from Fellowship, NextGen@ICANN, and other newcomers that they continue to find it difficult to connect to active community groups and to cultivate the knowledge
necessary to contribute to policy work in a meaningful way.<u></u><u></u></p>

<p class="m_227538237635461583MsoPlainText">The overarching Policy Transition Program goals are as follows:<u></u><u></u></p>

<li class="m_227538237635461583MsoPlainText">Cultivate a pool of knowledgeable volunteers adequately prepared to participate in substantive ICANN policy development.<u></u><u></u></li><li class="m_227538237635461583MsoPlainText">Connect ICANN community groups with individual members seeking to contribute to policy development.<u></u><u></u></li><li class="m_227538237635461583MsoPlainText">Foster community, relationship-building, and value in volunteerism through connections with experienced ICANN community members.

<p class="m_227538237635461583MsoPlainText">As with other community-facing programs, and in order to ensure that the Policy Transition Program accurately reflects the changing needs of the community, we are starting with a pilot that is limited in scope and that is focused on
civil society stakeholders in the GNSO (i.e., to support NCSG, NPOC, and NCUC) before opening participation to other ICANN community groups.

<p class="m_227538237635461583MsoPlainText">The noncommercial pilot remit is as follows:<u></u><u></u></p>
<ol style="margin-top:0in" start="1" type="1">

<ol style="margin-top:0in" start="1" type="a">
<li class="m_227538237635461583MsoPlainText">Fellowship alumni (i.e., community members) who are presently unaffiliated and looking for a community.<u></u><u></u></li><li class="m_227538237635461583MsoPlainText">Existing NCSG, NPOC, and NCUC members, nominated by their groups, who are interested in deepening their knowledge of the selected program policy topic.<u></u><u></u></li></ol>
</li><li class="m_227538237635461583MsoPlainText">Substantive discussion on a specific policy issue:<u></u><u></u>
<ol style="margin-top:0in" start="1" type="a">
<li class="m_227538237635461583MsoPlainText">Participants will receive focused primer materials including background summaries, webinar and session recordings, and relevant resources that offer differing points of view on the policy topic. The goal
is to provide program participants with a well-rounded set of materials.<u></u><u></u></li><li class="m_227538237635461583MsoPlainText">Participants are expected to study these materials and participate in session activities, facilitated by Policy staff, to further their understanding of the topic. Targeted discussions will happen on
a dedicated mailing list in parallel.<u></u><u></u></li><li class="m_227538237635461583MsoPlainText">Program participants will engage in interactive discussion sessions with subject matter experts (SMEs) and/or active community members with experience working on or insights into the selected topic.
<u></u><u></u></li><li class="m_227538237635461583MsoPlainText">Ideally, the program will provide participants with a solid foundation on the policy topic so that they can then assist to craft specific policy positions within the community they join and are able to
participate in any ongoing or future policy work that may be initiated on that topic.<u></u><u></u></li></ol>
</li><li class="m_227538237635461583MsoPlainText">Fellowship alumni will act as guest speakers, sharing their experiences within ICANN policy development and the personal value they derive from participation.<u></u><u></u></li><li class="m_227538237635461583MsoPlainText">Support connections between newcomers and GNSO non-commercial community members:<u></u><u></u>

<li class="m_227538237635461583MsoPlainText">The pilot will launch in October 2022 focused on one gTLD policy topic.<u></u><u></u></li><li class="m_227538237635461583MsoPlainText">The pilot is expected to end between ICANN76 and ICANN77 (Spring 2023).<u></u><u></u></li><li class="m_227538237635461583MsoPlainText">The group to meet monthly via Zoom, allowing your community the exclusive opportunity to connect with participants.<u></u><u></u></li></ol>

<p class="m_227538237635461583MsoPlainText">The program, and the suggestion to begin with the pilot as described, has the support of the ICANN Board.<u></u><u></u></p>

<p class="m_227538237635461583MsoPlainText">As this is a new initiative, we are seeking early engagement with NCSG, NPOC and NCUC, to ensure that the pilot is responsive to these groups’ current policy participation needs. We plan to have additional brainstorming conversations
within the GNSO, and with the broader ICANN community, to ensure that the longer-term program will address a challenge the community sees as<u></u><u></u></p>
