arguments are not repeated in the final report, we feel rather
strongly that we have to reiterate them, like it or not. Just for
fun, I am attaching the GAC minority report, for information's
sake. In response to it, I added the following paragraph to our
statetment, as a penultimate paragraph:</p>

<p>WE had the first meeting of the COICC group on improvements this
week. I am wondering if we need to reinstate reply comments, to
avoid this kind of shenanigans in the future, thoughts welcome. I
do agree with Milton in principle, but am not prepared to have all
our arguments lost as the only SG who does not provide a summary
of their arguments for the record.</p>

It is probably hard for our ordinary members to understand,
but after being on that PDP for (what is it now?) 3 years
rehashing the same arguments, it is almost irresistable to
use the minority statements to carry on the same fruitless
arguments. But I think we should be mature and calm and
refrain from that.

idea that minority statements "reinforce the views" of
different stakeholders is not correct, I think. They are
just a bunch of words appended to a report that no one will
read unless they already agree with them. What matters is
the substance of the report - and the implementation
decisions - which we will have to keep a close eye on. <br>
