Formally there's no such thing as NCSG candidate here.<br>

In order to become NCPH candidate, Rafik would need to get CSG's<br>
support - NCSG support he obviously has already. Just like Forrest<br>
needs NCSG support, having CSG behind her already.<br>

In the future it is to be hoped we'll have a real process for doing<br>
this; as it is, GNSO rules simply say it's up to each house to set up<br>
its own rules and NCPH hasn't been exactly quick at such things.<br>
<br>
I'll add CPH could also nominate an NCPH councillor if they want.<br>
(I don't know what if anything CPH is planning.)<br>
