We very much welcome the Framework of Interpretation for the Human<br>
Rights Bylaw (FoI HR), as well as the opportunity to comment on it. The<br>
FoI HR and the considerations clearly reaffirm that human rights and<br>
fundamental freedoms are universal, indivisible, interrelated,<br>
interdependent and mutually reinforcing.<br>
At the same time the FoI-HR also makes it clear that ICANN should not<br>
expand its mission while respecting human rights, but rather ensure in<br>
its operations and policy development processes that it doesn't<br>
negatively impact human rights.<br>
The FoI-HR also clearly outlines that all Supporting Organizations and<br>
Advisory Committees as well as ICANN the organization should develop<br>
their own methods to ensure that they live up to the Human Rights Core<br>
Value. The reference to the Ruggie Principles can help us learn from<br>
other examples, while creating the fitting approach for the ICANN<br>
environment.<br>

We're greatly looking forward to the adoption of the FoI-HR and the<br>
subsequent activation of the Human Rights Bylaw.<br>
