be placed in an endowment for continuous use over time, and
not be treated as a one opportunity windfall. An endowment
with a charter, a terms-of-reference, and an independent

could produce good long term results. There was not much
support for the idea at that time. Too many hands that want to
dip into the pot now, that seems to be the challenge. <br>
