 her locations:\n\n\nSydney: Monday\, 7 March 2016\, 04:00\nTokyo: Monday\,

 :00\nNew York: Sunday\, 6 March 2016\, 12:00\nLos Angeles: Sunday\, 6 Marc
h 2016\, 09:00\n\n\nAgenda:\n\n\n1. NCSG Policy Committee leadership elect
ions. The voting will take place during the meeting as the first agenda it
em\, so please try to be at the meeting on time. There are three candidate
s on the ballot who are nominated as a bloc. This means that members of th
e PC will have the option to vote for all three of them or NOTA.\n\n\nThe
three candidates are:\n\n\nMarilia Maciel (Candidate for PC Chair)\nMatthe
w Shears (Candidate for PC Co-Vice-Chair)\nDavid Cake (Candidate for PC Co
-Vice-Chair)\n\n\nIf the new leadership team is willing\, I plan on asking
them to take over chairing tomorrow’s Policy Committee meeting followin
g the announcement of the results of the election.\n\n\n2. Discussion on t
he motions scheduled to be voted on at the GNSO Council public meeting at
ICANN 55 on March 9th\, 2016:\n\n\na) Motion on CCWG-Accountability Supple
mental Final Proposal on Work Stream 1 Recommendations.\n\n\nb) Motion to
Approve the Charter for the Working Group to conduct a Policy Development
Process (PDP) on a Review of All Rights Protection Mechanisms (RPMs) in Al
l Generic Top-Level Domains (gTLDs).\n\n\nc) Motion to adopt the GNSO Revi
ew Working Party’s feasibility and prioritization analysis of the GNSO R
eview Recommendations.\n\n\nDetails on the motions are posted on the GNSO
 Council wiki page here: https://community.icann.org/display/gnsocouncilmee
tings/Motions+9+March+2016\n\n\n3. Discussion of topics to be discussed du
ring the NCSG meeting with the ICANN Board on March 8th\, 2016.\n\n\nA num
ber of potential topics to bring up during the NCSG meeting with the ICANN
Board have been suggested on NCSG-DISCUSS. Maryam has collated these into
a document that is attached to this email.\n\n\nIn addition to these sugg
estion\, Ed has also suggested an interesting potential question to the Bo
ard here on the PC list that we should also consider:\n\n\nWere the transi
tion not to take place for whatever reason\, Congressional opposition for
example\, would the Board still consider proceeding with the accountabilit
 y mechanism reforms (IRP\, reconsideration\, transparency) independently o
f any transition? More than a few people were asking that question. The fl
ight from Washington was not particularly full of optimists in this regard
.\n\n\nMarilia had also suggested that we hold a discussion with the Board
regarding the implementation of the recommendations coming out of the GNS
O Review. This could probably be covered along with the motion to to adopt
the GNSO Review WP’s analysis of Westlake’s final report and recommen
dations. A copy of the WP’s review of the Westlake recommendations is at
tached to this email.\n\n\n4. AOB\n\n\nIf there are any agenda items that
have been suggested and missing in this email\, please let the PC know. If
there are new agenda items that PC members would like to suggest\, we can
discuss them (if time allows) under AOB.\n\n\n\n\nPasscodes/Pin codes:\nP
articipant passcode: NCSG PC\n\nFor security reasons\, the passcode will b
e required to join the conference.\n\nDial in numbers:\nCountry To
