to the Whois Accuracy Pilot Study Report – by a group of

called NORC. Buried in
this report turns out to be a many issues important to us in
the Whois
domain name registration databases – including the question
of postal addresses
(should we be validating and publishing the physical
addresses of political
dissident groups, religious minorities, girls’ schools in
areas where many do

there a
danger to be evaluated *before* we undertake this new
