I am really surprised by his assumptions about NCSG members.</div><div><br></div><div class="gmail_extra">I think that he is missing some facts here. NCSG members always discussed development issues within ICANN context and championed it in GNSO. we are a diverse group and such issues are close to our members from developing regions and beyond, myself coming from north africa. Those members have the expertise and awareness regarding development concerns. we have many who are advocating about social and economics rights here and many with experience in ground for Internet and development , like APC which is based in south africa and active in Africa. NCSG also sent many councillors from Africa, Asia and LAC to the GNSO council, which is rarely the case of other parts of the GNSO. that was possible because our members recognized their expertise and ability to represent non-commercial interests there.</div><div class="gmail_extra"><br></div><div class="gmail_extra">Such DNS forum comes from the community work for Africa ICANN strategy and Middle East and North Africa ICANN strategy,for example was Amr part of the latter. the main goal of such event is to work on practical solutions , being more actions-oriented and bringing a lot of awareness. for example having more accredited registrars means going through a long process and a lot of work to do beforehand to be ready. such forum will help prospective entrepreneurs to work more effectively or existing registrars to improve their operations. The forum itself is organized in cooperation with experienced regional organizations and aligned with they are doing already. </div><div class="gmail_extra"><br></div><div class="gmail_extra">NCSG councillors pushed the issue of new gTLD support for applicant from developing countries in 2010 meeting in Nairobi and the ICANN board made resolution in that time to start such process (<a href="https://features.icann.org/2010-03-12-support-applicants-requesting-new-gtld-applicants" target="_blank">https://features.icann.org/2010-03-12-support-applicants-requesting-new-gtld-applicants</a> ). a cross-community working was formed between GNSO and ALAC (called JAS) in that time and I co-chaired that WG which submitted a report (<a href="https://community.icann.org/pages/viewpage.action?pageId=8455565" target="_blank">https://community.icann.org/pages/viewpage.action?pageId=8455565</a>) with several recommendations going beyond financial support. the working group included many NCSG members. colleagues under-estimate the depth of knowledge on these matters
in Africa. <br>
It is like confusing poor nutrition because one is poor, with poor
nutrition because one knows nothing about nutrition, <br>
DNS activity in Africa is limited because infrastructure is scare,
not because of ignorance. <br>
