Please find attached an updated version of the Council of Europe experts<br>
(Dr. Monika Zalnieriute and Thomas Schneider) on ICANN's procedures and<br>
policies in the light of human rights, fundamental freedoms and<br>
democratic values.<br>
<br>
The basic substance of the report remains unchanged from its first<br>
version of June 2014. The update reflects the latest developments in the<br>
United Nations (Report of the Human Rights Commissioner, Human Rights<br>
Council Panel Discussion, etc.) and developments in ICANN with regard to<br>
the implementation of the granting of Waivers in connection with the RAA<br>
and WHOIS as well as some added references to other developments in the<br>
field of human rights. It also takes into account comments received in<br>
the discussions about the issues that were held during the London ICANN<br>
meeting and the IGF in Istanbul.<br>

Please also find attached the draft flyer for the open<br>
(cross-constituency) discussion meeting, to be held in Los Angeles on<br>
Wednesday 15 October during lunchtime (room TBC).<br>
